给新疆人纳税
芝加哥地区中国人很多，各类同乡会应运而生，我来自陕西，自然是西北同乡会的成员，为此认识了许多新疆来的朋友。
结识的这些新疆朋友都是汉人，均为过去300年间从内地移民到新疆的汉人后代，与他们交友，使我受益匪浅。北疆（天山以北，包括乌鲁木齐）多是汉人，经济发达。南疆多是维吾尔人，经济落后。近年来在南疆大沙漠里发现大量石油，成千上万的汉族石油工人进驻南疆开采石油。中央政府使用新疆的土地和资源，却不给新疆地方政府纳税。
不仅现在，过去在新疆征用大量土地作核试验，也从未给新疆地方政府缴纳过土地使用税和环境污染税，完全不依商业法则，根本就没有向地方政府纳税的概念。对此，不仅维吾尔人不满，连人口占多数的新疆汉人都颇有微词。因此西部各政府难能产生积极性。上世纪五十年代初，美国在中东发现大量石油。那时中东地区非常原始、愚昧、落后，酋长们根本不知石油为何物，也毫无纳税的概念。然而美国石油商人眼光远大，童叟无欺，按美国税率纳税，利润大家分享。酋长国王们一夜暴富，个个笑逐颜开，大力协作，确保美国石油供应五十余载，使美国有能力封死自己的油井，先用别人的。这种放长线钓大鱼的做买卖经验，值得中国政府借鉴。
近年来(2003年)，新疆常常发生一些不稳定的现象，不过只要一出事，《人民日报》的报道永远都是一样的：都是外国人不好，都是外国势力挑拨离间，党和政府过去、现在和将来从来都不曾有过任何缺点、错误或过失。这种态度是很难解决问题的，真的一点点缺点都没有吗？我们不想讨论复杂的政治问题，只说经济：请遵守商业法则，为新疆地方政府纳税。
